Garp is admiral level, but you look at WB he could smack the crap outta an admiral, although I expect Akainu hasnt reached his peak.If the gap between Rayleigh and Roger was similar to the one between Luffy and Zoro I'd say Prime Roger>=Prime WB>Prime Rayleigh>Prime Garp>(theoretical Old Roger)>=Old WB>Old Rayleigh>>Old Garp>Akainu/Aokiji>=Fujitora/Kizaru
