Retcon Proof?

Why is Kaioshin saying that Gohan wasn't at full power when he paralyzed him? There's only one counter to this, which would be that he was going off Goku/Vegeta saying that he lost power, but the wording of the statement is weird. Kaioshin seems to be speaking in the here and now, as in, "Gohan was a Super Saiyan, there is still another form to go".

Of course he doesn't really have a grasp on the SSJ forms, but it's still odd.

Does anyone know what this says in Herms and the JP anime?

It would appear that the power he sensed from Gohan at the Budokai wasn't enough to convince him that they could defeat Dabra, which is why he thinks he might not have been at full power.

The Saiyans are constantly increasing their power, so it makes sense that Kaioshin wouldn't be certain that was Gohan's full power.

I'm not against retconning Gohan's form against Kibito. Him being SSJ1 makes more sense.
