Why is Kaioshin saying that Gohan wasn't at full power when he paralyzed him? There's only one counter to this, which would be that he was going off Goku/Vegeta saying that he lost power, but the wording of the statement is weird. Kaioshin seems to be speaking in the here and now, as in, "Gohan was a Super Saiyan, there is still another form to go".
Of course he doesn't really have a grasp on the SSJ forms, but it's still odd.
Does anyone know what this says in Herms and the JP anime?
