Who wins? Both pre TS.

If Kalifa can soap up the hands that spawn on her body then I think she could win, otherwise Robin snaps her neck.

Kalifa's Soru gives her far better speed, since it seemed implied G2 tier speed was needed to tag Soru, so she wins if they fight in an open area with a Soru + Shigan combo. If the battle takes place somewhere where Robin can hide, keep her distance and launch a surprise attack though, she wins.

Can't Robin just stop her from moving?

Only if she gets enough time to activate her DF ability. Considering Kalifa's far better reaction feats, such as dodging lightning at point blank range, I can see Kalifa attacking her before Robin even gets the chance to use her abilities.
