Let's take a look at Roshi's power.
1) It's quite possible his 21st Budokai power is a bit higher than his initial power. Jackie Chun is a good deal more buff than Roshi originally was. Whether this is just on the author or a possible indication of some training is up for debate. Are there any quotes to suggest he has powered up at all?
21st Budokai
He uses his effortless mode to evade Yamcha easily. He ends up having to work more to avoid Yamcha's WFF and has to do even more work to avoid Krillen's initial assault.
The question becomes, is Jackie Chun's power using the wind technique to send Yamcha flying and his punch that Krillen can't see, on a different level than what he showed as purely defensive?
