Whilst it's natural to assume Sakazuki has become stronger since the timeskip due to his rank, there's nothing definitive to prove it as of yet. Even though we have little info on Gaban's power, we can infer he's in rivalling range of Rayleigh when they were in their prime and the latter is at least Yonko tier. That said, Gaban would probably win after a tough fight.

I really wish the flashback revealed more about the pirates in their primes. The fact that the Roger pirates vs Whitebeard pirates fight was skipped over was extremely unfortunate. That could have made up for some of the mistakes in the flashback.

I agree though, I think Scopper would win this but it won't be easy. Akainu's devil fruit is insanely overpowered.
