Is it really 18k? Think about it. With 2x Kaioken, Goku jumped to 16k. Yet, even after that, Vegeta was cool,
so much that, when Goku smiled, Vegeta wondered whether that was a way of giving up. Therefore...
Vegeta (pre theatrical power up): 17k
Now, were all those visuals just for an increase from 17k to 18k? It doesn't make sense. How about placing
FP Vegeta at 20k? We don't know when Dodoria last saw him (it is implied it's more than one year). With 20k,
the power up sequence makes more sense (it's almost 1.2x an increase) and he's still far enough from 3x
Kaioken Goku.

Too many things are forward of him being at 18k
Dodoria and Zarbon straight forward comment on the matter.
Than cui saying he rivaled Vegeta in which Vegeta did not neglect.
Its a 12% different between 16 and 18 considering the gap and the fact that Kaioken is short bursts it can make sense.
