Senor Pink absolutely wrecks. He wasn't that far off Base Franky, who ought to be at least Pacifista level.

Yes, but that makes little difference. Even in his Base form, Franky's upgrades from reading Vegapunk's notes and combining them with his own ideas should've made him what's essentially a Pacifista with intelligence. Franky Shogun ought to be far above Pacifista level, especially if taking Film Z into account, where he was oneshotting Pacifista prototypes when in the Shogun.
Being Pacifista level makes Pink above G3 Luffy by default, as nothing implies Gear 3rd Luffy could take on a Pacifista 1 on 1. The whole narrative of the Straw Hats needing to team up to take down one, something that's echoed through Sentomaru narrating such, seems to support this, not to mention, Luffy would've probably used it sooner had it contained the power to defeat a Pacifista.
