Scenario: after defeating Jiren thanks to a a completed Ultra Instinct, Goku wanted to wish back the universes, but figured that Zen'O wouldn't like it, so he wish for strong opponents. Sure enough, Super Shenron turns into Black Smoke Super Shenron and creates 7 Shenrons like the Black Smoke Shenron did.

Of course, they are far stronger, since the strength of those dragons would probably correlate with the difference in wish granting ability (nigh-omnipotent wish > Dende's limitations) and size between Shenron and Super Shenron, and we've already seen how powerful the Shadow Dragons were compared to Shenron, so...oh, and they killed Zen'O. Afterwards, each of them go in the surviving universes to spread terror. The Z-Fighters have to beat them in the span of 1 year, or else the multiverse will be destroyed.

Round 1: each dragon is fought separately, in the same order in which they were killed, which is to say:

Universe 7: Super Haze Shenron and Super Rage Shenron
Universe 8: Super Oceanus Shenron and Super Naturon Shenron
Universe 5: Super Eis Shenron
Universe 12: Super Nuova Shenron
Universe 1: Super Syn Shenron.

Round 2: if they somehow manage to win, Super Syn Shenron will steal the others' power, becoming Super Omega Shenron.

Everyone (including Great Priest) is obviously outclassed in term of raw power. So, how are they going to deal with them ? They have the right to use any kind of help. Get creative.

My strategy would be "Abusing the Dragon Balls for fun and profit". I'm assuming the regular ones work without the Super DBs.

First, everyone has to take turns slapping the shit out of Goku. I mean, it's totally something Goku would do, but... man.

Second, gather the regular Dragon Balls. With wish 1, wish all the fighters immortal. With wish 2, copy Goku's knowledge of the Kaio-Ken into all of them. The multiplier on an immortal Kaio-Ken wouldn't be infinite (if it destroys your body instantly, it's impossible to maintain even if you can come back), but it would be stupidly high, especially since a lot of the fighters don't have to keep a transformation on top like Goku does.

Doing all this stuff to multiple people might be all Shenron can handle, but if they get a third wish, give them all Bergamo's ability. Now you have dozens of fighters who can't run out of energy, get stronger when they're attacked with no drawbacks, and who can multiply their power possibly hundreds of times. And yes, that includes the Hakaishin, angels and GP.

All these wishes disappear when the Super Shadow Dragons are defeated, by the way. Permanent immortality would suck and there are a lot of guys who wouldn't want to keep power they didn't earn.

Then, get everybody in the ROSAT. If Dende knows how to build a ROSAT and there's enough time, have him build one in each universe. Otherwise, put everyone on Kami's Lookout. Since they're immortal they probably don't need food or sleep, and if they do, just go to Namek and fix that. They'll stay for as long as they can take it.

I don't really know how strong the Super Shadow Dragons would be, but if this isn't enough to win, Dragon Ball's gone too far.

This look promise.

First, everyone has to take turns slapping the shit out of Goku. I mean, it's totally something Goku would do, but... man.

Well, the guy would endanger the whole multiverse over a fight against strong opponents. He'd definitely deserve it. This scenario would also be convenient, because in the Tournament of Power, there was a wasted potential of character development with the negative consequences of Goku's selfish desires.

Second, gather the regular Dragon Balls. With wish 1, wish all the fighters immortal. With wish 2, copy Goku's knowledge of the Kaio-Ken into all of them. Interesting...

Doing all this stuff to multiple people might be all Shenron can handle

I think so too. Multiple people being revived make him limited to two wishes. A wish for the ability to never die in the first place should be as potent, if not more. But then again, it's an assumption that couldn't be demonstrated in a series where only two characters were immortal, so let's ignore it.

but if they get a third wish, give them all Bergamo's ability. Now you have dozens of fighters who can't run out of energy, get stronger when they're attacked with no drawbacks, and who can multiply their power possibly hundreds of times. And yes, that includes the Hakaishin, angels and GP.

An immortal army getting stronger and stronger when they get hit, and can even use Kaioken on top of that while caring less for the damage on their body...I like where this is going!

However; they still would have to be careful about Naturon's and Eis' ability. Even immortality won't save them from being absorbed or frozen in place.

All these wishes disappear when the Super Shadow Dragons are defeated, by the way. Permanent immortality would suck and there are a lot of guys who wouldn't want to keep power they didn't earn.

On top of that, it's very plot-breaking...a wise decision.

In addition to that, they will train in RoSaT...that's great.

I don't really know how strong the Super Shadow Dragons would be, but if this isn't enough to win, Dragon Ball's gone too far.

To give you an idea on their power...Shenron got killed by King Piccolo, while the Shadow Dragons are more or less powerful enough to fight or even defeat Goku (from his base form to his SSJ4 form). As such, SSJ Goku from Namek arc alone should be several hundreds of times above Shenron. Even assuming the SSJ forms multipliers are accurate (and I don't), Goku from GT arc should still be comfortably in the billions, at very least, in base form alone, since he was more powerful than Majin Boo back in Baby arc. That means the weakest Shadow Dragon is several thousands of times above Shenron ! Let's assume the same would apply to Super Shenron.

* Super Shenron's limitations are unknown, but they seem to be close to omnipotence. He can get rid of an entire universe according to Beerus and his power spread throughout two universes upon summoning. Shenron can't even kill Vegeta and Nappa at 18,000 and 8,000, and I doubt he got much more powerful since then with Dende's limitations.

* Shenron's size isn't even half of the Earth. Super Shenron's size dwarfs galaxies !

Since the weakest character to be an universe buster is SSJG Goku (BoG), Super Shenron is at least at this level. This means that, at minimum, the Z-Fighters would need a power several thousands of times above SSJG in order to rival even the weakest Shenron.
