How much weaker did Kami become after taking over Shen's body?

Probably still above pre-GT/Boo arc Mr. Popo imo. Popo had to dodge Galu when he was invoking his inner power like he did in his battle with Daimao, suggesting that while the gap is large, it's not enough that Popo could easily block or tank Galu's strongest attack. By comparison, Shen still was able to surprise Piccolo and get a few hits in.

Enough that Kami commented on it being a limiting factor, yet still enough he was leagues above the likes of Tenshithands. It was probably a noticeable gap, but not one great enough for his true self to stomp his Shen possessed self outright. Probably something like 18k Vegeta's advantage over Kaio-ken x2 Galu.

A slight gap imo. While Shen noticed that he took over a weak body, that came after he fought a little against Piccolo Junior and that short showdown was enough for him to know Piccolo is considerably above him even if accounting for the body swap, so it shouldn't be very noticeable.

Alternatively, it could be Kami could access his full Ki in Shen's body, yet the limits of his body meant he couldn't fight for an extended period of time.
