Shenlong vs Kaido

Even Post-TS Base Zoro has city level destructive capacity that puts Daimao to shame based on his fight with Pica. Kaido oneshots.

A lot of DB character's best attacks don't seem that impressive compared to what they should be either 
Kaido gets scaling from these feats in Dressrosa that place a whole lot of New World characters on Mountain level. Kaido could also potentially be up to Small Continent level via-scaling from Whitebeard's quakes, though the authenticity of that feat is more debatable.
It doesn't help that even the likes of Kalifa have been shown to react to lightning, something that's suggested to be only reached in DB once Mr. Popo and those surpassing him are introduced. Shen Long really doesn't have anything to help him here, unless he can freely use a wish for himself here (or maybe be one wish away from the Evil Dragons popping out2).
