I am entirely unsure where to place big red Shisami. So let's have some fun.

He is at least Semi-Cell level. He could give Picvolo a fight

Shisami stomps. I put RoF Piccolo on CG Goku level and Shisami was able to give him a fight. I don't believe the Piccolo tired theory .

I know that was stated but he performed well against Piccolo

No way he even surpassed the likes of 1st form Frieza, which was still considered a top level in the army. Considering standards hadn't changed much I.e right left hand man being wannabe Zarbon and dodorias

Piccolo was nerfed.

Even with Toriyama's bad memory, I fail to see him forgetting that Piccolo surpassed Zarbon tier. Shisami stomps imo, unless DBS nerfs him down or has more explanation as to why he can hang with Piccolo.
