Seijuro stomps. Along with his feats of stomping Kenshin and his physical feat of trouncing that giant, Watsuki even stated the reason he didn't have Seijuro do much in the story was because he was too overpowered and too quick a resolution to any conflict, essentially stating that Seijuro >> Shishio and Enishi.

Yeah I think Shishio is stronger than Kenshin but not early enough to match Hiko. It'd be like Golden Freeza vs. Beerus, an OP villain with shitty stamina vs. an outright Deus Ex Machina.

I don't really get how Kenshin almost killed him. I agree with both of your posts, but Kenshin almost killing him with the reverse blade seems weird to me.

I'm pretty sure Seijuro must've been holding back or was caught off-guard by Kenshin's use of it, regardless of what he may say.

As in he wasn't expecting him to have mastered the secret technique yet?

Yeah. Kenshin mainly mastered it almost instinctively whilst heavily fatigued, so I doubt Seijuro was expecting him to use it at that point.
