I honestly couldn't believe this wasn't a troll job. It's how Vegeta looks when Gohan is looking for him in the sky.

To be fair, this is when the camera is showing things from Gohan's perspective of scouring the sky, so a blurred appearance for someone as distant as Vegeta would make sense in context, at least compared to the moments of poor animation in Super that don't have the same sense of direction to compensate for their blunders.

Yeh I did think of that, but he's even drawn and slapped on like that (really looks like they just stuck a clipart on) when Gohan sees him well enough to fire a bootleg "kamehameha":
