Should DB have more retroactive power?

By this I mean that older characters that are dead should have been stronger than they were displayed. For example Mutatio and Grandpa Gohan. The story would have been way more interesting if these two were legendary.

Also, if there were Saiyans on Planet Vegeta that were crazy strong - maybe not as strong as final form Freeza - but still having King Vegeta around under Nappa is pathetic. KV should at least have been around 50% Freeza.

King Vegeta isn't under Nappa. Just under whatever level Vegeta was as a brat.

Shouldn't Nappa be higher than Vegeta as a brat?

Vegeta suggests only his bloodline makes it to the rank of "Super Elite," of which Nappa isn't part of. He also derides Goku who's stronger than Nappa saying his lack of talent makes him second-rate compared to his clan no matter how much he trains. Plus, Freeza is aware of how powerful Nappa is yet makes mention only of his defeat of King Vegeta to psyche Vegeta out, so it's improbable Nappa's at his level.
