As an additive amount, it is greater indeed. As a multiplier, it is smaller.

The explanation is simple, Piccolo's weakness came from it being only a half being. While Nail wasn't his other half, it still was a very talented Namekian warrior in itself,that could complement Piccolo quite well.
So when Piccolo fused with Kami, he wasn't a half being any more, he was almost complete, and the only thing Kami could do was to close the gap between Piccolo's original talent and Nail very good but not as good talent.
Of course, going from nothing to very good is much better than going from very good to very good ++.
