When I re-watched DragonBall, I noticed there was a lot more mention about skill/technique/movement & other such things than actual power. In DragonBall Z they'd say something like the gap is too big or "he's incredible" or "his power is amazing" or something like that, but in DragonBall there seems to be a lot more references to skills & such.
Other than maybe the Tao-Pai-Pai fight & Piccolo Daimao fight, we never really saw that big of gaps between characters other than from Goku, who was way above other humans. And even in the Tao-Pai-Pai section of the RRA Saga, Korin tells him to know his next move or something by their breath or something like that. There isn't outright you have to get stronger, even-though he does say the training does make one several times stronger.
When Tenshinhan tanked Yamcha's KHH in the 22nd Tournament, he didn't do it in the normal way of tanking, but he did a technique so that he could tank it (in the anime at-least).
When Tao-Pai-Pai & Tenshinhan were about to fight in the 23rd Tournament, Tao commented how Tenshinhan's stance was perfect & there was no weakness or opening to that, yet if he was really like he thought leagues above everyone in the tournament, then why didn't he just attack him head-on & see if he could one-shott him (since he did think he was the strongest)? Instead of doing it he commented on his defence.
In some of the fights there is also a lot of different techniques shown. Like in the Goku vs Tenshinhan fight from the 22nd Tournament, Tenshinhan seemingly didn't fight that much straight-up, but used a lot of different techniques in the fight like the Solar-Flare or the 4 arms technique or the Kikouh (I don't know how to spell that). In a straight-up fight, when it was shown he seemed to be actually kind-of losing. It was his techniques that seemed to make him a match.
Even Piccolo Jr. comments on Krillin's movements & technique, instead of his power.
Since in DragonBall there was more about Martial-Arts is it possible that the gaps aren't really that big? I mean there is some, like I said Goku & the others, and also post-Piccolo Daimao & the Tao fight, but other than that skill movement & technique seemed to be apparently what was really counting.
Even Goku before fighting Raditz says a fight isn't all about Raw Power.
