Smoker vs Crocodile (Alabasta)

How would this fight go during Alabasta? Would each be incapable of hitting the other since they don't possess Haki?

Smoker would probably win based on his powers, considering smoke as thick as that his DF produces should be able to trap Crocodile's sand.

If he hit Crocodile with it, sure, though it would seem pretty difficult even for one of Smoker's skill to precisely hit grains of sand with that weapon.

Given the lack of haki from either, Smoker is the only one who should be able to deal damage using his weapon. Crocodile would have to steal the weapon to win, which I bet he is capable of doing. I'll give this to the far more experienced Crocodile.
