If it's canon Palpatine, he loses. Snoke ragdolling Rey is already a more impressive display in sheer power than anything Palpatine's demonstrated and whilst I believe Palpatine could make quick work of the guards as he did the Council Members, it would still give Snoke the opening he needs. If Palpatine has access to his Legends abilities such as Force Storm, he solos.
