There's absolutely nothing wrong with Goku > Gohan considering Super's retconning ability. If you take Super to be canon, you should go with the anime filler in DBZ with the whole Goku, Vegeta thing being powered up.

What's said in Super has little bearing to the Boo Arc. Pan being conceived proves that the BoG Arc of Super took place no less than 5 years after Boo's defeat, which by Toei standards, is ample time for Goku and Vegeta to bridge the gap.
