Something i thought about Cell Games gaps

Cell says to Gohan: ''So, what your father said was not entirely a bluff, but i'll beat you in seconds''. So, after
Goku has put up a fight with Cell, the android recognizes that Gohan is stronger than Goku, but states he will
win instantly. Does that mean Cell started against Gohan with greater power than the one he fought Goku with?

Perhaps he thought that Gohan doesn't have a skill enough to keep up against Cell unlike Goku did.

No, it does not mean that. Cell was overconfident and actually was inferior to Gohan. It was not until he increased his speed that he raised his power.

Even though he was overconfident, he still admitted Gohan being stronger than Goku. So, to believe he would
overkill, can it be like...

MSSJ Goku- 100
Cell (against Goku)- 115
MSSJ Gohan (Cell's underestimation)- 105
Cell (against Gohan/initially)- 175
MSSJ Gohan (true power)- 180

Or did he mean that Gohan just didn't have Goku's skill?
