Cell loses. Not only is he at a power disadvantage, but he regeneration is inferior to Boo's, and he doesn't have infinite stamina.

SPC is Cell's SS2 transformation [mostly agreed] and what if his power increases like SS3 boost.

I Cut SPC's Multiplier a bit short.
Hes about a 275 against buu's 300.
If i keep it full than he is 312 to his 300. But an advantage like that on buu is futile.

I like Fat Boo here. Cell may have a slight power advantage, I'm not sure, but in either case, I am of the mind that you should be a good amount above Boo in order to overcome that regen. Like, at least .25, and I don't see Cell with tuat much of an advantage.
