#17 seemed to imply that the combined efforts of SSJ Vegeta, Trunks, Piccolo and Tenshithands may be enough to cause #18 a lot of trouble, though not assure their victory. Their combined power would definitely be greater than SSJ Galu & #13, so #18 wins with high-diff.

If 18 was really using her full power against Vegeta, they might be able to win. If 18 is only a little bit weaker than 17, though, they don't have a prayer unless 13's got a self-destruct device.

He seemed to have a minimal advantage against SSJ Goku, enough that they're practically equal, and wasn't able to put up much of a fight against Weighted Piccolo.

He seemed to have a minimal advantage against SSJ Goku, enough that they're practically equal, and wasn't able to put up much of a fight against Weighted Piccolo.

He seemed to be quite laxed during his fight with Goku, where-as Goku was excreting himself quite a-lot, so maybe a bit more. Rest you can attribute to him not tiring-out, giving him a huge advantage in stamina.

If he was at least stronger than Picccolo then there's no doubt he and Goku can defeat 18 but not 17.
