SSJ Goku over 3,000 kiri?

I've believed this to be a possibility due to the kiri meter appearing to be maxed out:

People often argue that the meter was not quite maxed out, but it's stated that Goku was over 3,000 kiri in Chozenshu 4:



Thoughts?

A few pages later we see the deactivated meter with the needle to the right. That means the meter was at least close to maxed out.

The problem is, why does Babidi say Goku is 3000 Kili and not OVER 3000?

He's probably in such shock at the entire event that his brain didn't process that Goku could be above 3,000.
