Nothing says he is suppressed here.

Piccolo is just above 50% CG Goku at best, he loses either way.

Well Goku was on par with Yakon in base, that is, at 800 kiri. Unless you think the SSJ multiplier is less than 4x, then he was likely suppressed. Besides, Dabura was pretty confident going up against Goku despite knowing his 3,000 kiri reading, in spite of struggling with SSJ Gohan, who should be weaker than SSJ Goku. Therefore, SSJ Goku wasn't at full power there.

Besides, the SSJ was just to lighten up the place, it doesn't need to be at full power.

With the way he jumped from Super Saiyan to Super Saiyan 2, I wouldn't be surprised if he was already at full-power.

He still seemed to have powered up quite a bit before going SSJ2, no?

Looked pretty instant to me. Goku anticipated the suction and unleashed his Super Saiyan 2 power. I don't think he powered-up much in Super Saiyan, if at all.

No reason for Goku to be suppressed. Super Saiyan at FP is suppressed already for him considering he has SSJ2/3.

Goku is still seen in SSJ for some panels before going SSJ2. Seeing how Yakon sucked up his 3000 kiri energy easily but had some trouble (represented by him sweating) with sucking Goku SSJ's power afterwards, I'd assume Goku powered up there even without SSJ2, but Babidi just didn't realize it.
