Buu Saga Goku vs. FP Perfect Cell would still result in Goku losing.
Buu Saga Goku with Kaioken would resut in Goku beating Cell.

Without Kaioken he is getting beaten pretty badly.
SSj Goku from the Buu Saga could possibly wipe out FP Cell with a Super Kaioken, but he'd have to do it really fast otherwise his body could give out. Giving Cell a very easy win.

Super Kaioken could give Goku an extremely slight chance. I do not believe that fighters can amplify their attacks when using Kaioken, so Goku's KHH would do no better than his own power. I don't think that would eclipse Cell's own power.

I've had the theory that when using a Kaioken that whatever multiplier there is for charged beam attacks is reduced to almost nothing.Flame Alchemist said:

So if he wanted to beat PC with a Super Kaioken, he'd need to do it fast. Or deliver such a debilitating strike that Cell was weakened.
Because otherwise he is getting stomped.
Buu saga SSj2 Goku is implied to not be too much ahead of Cell games Gohan. So I put his SSj as only around 10-15% stronger than Gohan's Cell Games MSSj.
And since I don't think Cell used more than 2/3rds of his power against either Gohan or Goku, well that is pretty much that
