This isn't Assj Vegeta. Surely Gohan at Buu Saga had never lost that much power compared to Cell Saga Gohan. In the Cell Saga he was at least 1.5x Cell as a SSJ2, meaning at SSJ he was 0.75x Cell, while Cell was 2x SSJ Goku. That'd make SSJ Gohan 1.5x SSJ Goku and SSJ Goku was still stronger than Assj Vegeta, even after Vegeta had trained in the rosat for another 2 years (or whatever), so unless Gohan lost over 1/3rd of his power during the 7 years I don't see how he could be weaker than SSJ Goku from the Cell Games, never mind ASSJ Vegeta from the Cell Games or SSJ Vegeta. Goten was even with the Amazing Super Saiyaman Buu Saga Gohan, so if Gohan (early Buu Saga)>SSJ Goku (Cell Games)>ASSJ Vegeta (Cell Games)>SSJ Vegeta (Cell Games) then SSJ Goten>SSJ Vegeta (Cell Games).

Not to mention, 16 could do the exact same thing to Android 18. So the gap between her powers and Semi-Cell is absolutely tremendous. Even fighting together as Super Saiyans, their strength/durability wasn't high enough to one punch 18 or tank everything she had to offer. Hence why they needed to use a Kiai cannon.

They said it wouldn't matter. They had no choice but to resort to a Kiai cannon. They weren't physically or durably strong enough for their Super Saiyan transformation to make a difference. This is a very specific thing that Toriyama would not forget, especially in this particular area.
