Vegeta before the day of the tournament uses the pendulum room to see how strong hes gotten and fights perfect cell in the past.Can Vegeta win or is cell still stronger?

Cell bends Vegeta over. Vegeta hasn't even surpassed Kid Gohan at this point imo.

If this is FP Perfect Cell, Vegeta gets smoked. If it's the Cell which Goku fought, he can win. He can't beat the one with increased speed.

Id think that Vegeta surpass Kid Gohan. Albeit just a little
So for my levels Ssj Gohan would a 23.5 while Ssj Vegeta would be a 26 and Full Power Cell would be a 30

Without the "stronger than Gohan back then" line, Vegeta wins quite easily. With that line he gets stomped, and you're left asking yourself how the gap between SSJ2 and SSJ3 is so much smaller than the gap between SSJ and SSJ2, or why Goku couldn't have just stayed and become an SSJ2 himself against Cell.

Vegeta isn't strong enough to beat FP Cell IMO.
