I've got Vegeta winning. He was still powerful enough to blast albino Kim to oblivion despite being weakened, so I think he takes Freezer.

Vegeta wrecks. I don't see his Ki as having dropped by that level from just a little drainage and using the Big Bang Attack, considering not only was he still able to kill #19, but capable of psyching out Gero into thinking he was still strong enough to beat the old meng.

I also think Vegeta stomps here. There's a large number of fighters you can fit between SSJin Vegeta and Freeza.

SSJin Vegeta > SSJin Goku > SSJin Goku (Yardrat) > SSJin Trunks (Trunks Saga) > Mecha Freeza > Freeza.

I think with gaps like these Vegeta needs to be at the very least twice as strong as Freeza, although I personally have him way higher than even that. 19 also hadn't stolen enough energy to turn the tables and win the fight, as Vegeta had enough to rip his hands off and hit him with a very powerful blast. I think this Vegeta would be a better match for Yardrat Goku or Trunks when he first shows up.

That Vegeta still had enough energy to rip off 19's hands and blow his head off. Although that #19 was weakened due to the beating he received from Vegeta, i doubt he was weaker than Freeza.
