Since it was implied at Freeza-Android sagas that there is no way for a Super Saiyan to greatly increase his strength unless he discovers
something beyond SSJ, i don't see how Vegeta could have become a lot stronger after his first year in spirit room if you take out Grade 2.
Let's investigate the matter:
-Sixteen states Vegeta considerably increased his power and that was before revealing Grade 2. But that doesn't mean he couldn't mean his
Grade 2 power. Just like Krillin felt Trunkses Grade 3 power before the transformation was revealed. I think the reason AT put that
statement in Sixteen's mouth was for that to act as a drumroll for the new power Vegeta was about to show.
-Trunks said something like ''he's going to transform already'' which seems to imply Vegeta had a chance against Semi Cell even as SSJ.
However, Trunkses policy had always been ''no unnecessary risks'', so it makes no sense for him to have said such a thing anyway. I think
that was an out of character moment, something that neither Trunks, in universe, nor the author, out of universe, gave much thought to.
In other words, it was another clumsy introduction to Vegeta's transformation sequence.
-Of course, the above mean Grade forms must have huge multipliers which stirs up the question of why they were discarded before SSJ2.
Well, i see no problem. Notice that, while Vegeta was ''transforming'', he was first seen powering up as SSJ for quite a while. In other
words, the grade forms were no real transformations (which is why Sixteen and Krillin could sense them before their revelation) but just
a wrong way to power up as SSJ, whereas mastering the state was a more effective and less strenuous way.
