Goku said about CGs Gohan ''i was nothing like that when i was his age'', which obviously mean that,
at an older age, he WAS at least like that. Also, mind Goku knew about Gohan's hidden power (SSJ2),
so he was taking it into consideration too. BODB Goku is older than CGs Gohan, so i think the case is
obvious.
Cell was extremely weak, a failure of Dr Gero. When Cell showed up, Goku sent a telepathetic message
to all Z fighters to pretend Cell is super strong and they cannot beat him. Actually, anyone could have
incinerated Cell at any time, the whole Cell saga was just a good act so that Gohan would gain trust in
himself.
