Either Goku means Gohan-Boo or Pure Boo is irrelevant because Anime Pure Boo is > SSjin Vegetto

He meant Gohan-Buu, but the multipliers are smaller, so he can be stronger than Base Vegetto in base and still be weaker than Super Vegetto as a Super Saiyan 3.

I Have them around equal , since both of them are much weaker than Golden Oozaru Bebi & SSj4 Goku , so i'd say Vegetto wins this because of skills
