Its specifically stated by the Daizenshuu that SSjin Gogeta was the strongest at that point.... The movie came when Evil Boo fought SSjin Gotenks in the movie... SSjin Gotenks is post rosat in movie 12 and Janemba is clearly implied to be the biggest threat...

Bootenks = 2x SSJ3 Gotenks (+Piccolo but he's fodder)
SSJ3 Gogeta > 2x SSJ3 Gotenks
SSJ Gogeta > 1/4 SSJ3 Gotenks

The gap between SSJ3 Gogeta and Bootenks isn't 4x or more.

Because SSjin Gokhan who should be equal to Gogeta is enough to take Bootenks.

Fusion is not linear, it is depend on the two fusees capable off. Goku has SSjin3 and Vegeta has SSjin2 which the kids don't have, thus the fusion result is different.
