SSJ Trunks alone was shown to have the edge on him, so the duo obviously wins. They likely need Grade 2 in order to stomp Semi-Cell, but are at least superior to a degree without it.

Going by how Vegeta said Cell's power up was impressive, I'd say he can take the two SSJs without much trouble.

You have Grade 2 vegeta and initial cell as nearly 2x boost. That is one shot territory and vegeta couldn't one shot him.He was exerting effort

Vegeta is obviously toying with initial Semi-Perfect Cell if he can laugh off Semi-Perfect Cell's full power and continue to pummel him. Shit, 16 says Perfect Cell powered up considerably, but that Vegeta still held the advantage. The difference in power was huge initially.

That's our best option. Vegeta's tank is similar to the one he had on 19, but he is clearly straining more while also being implied to having a shit ton more power.

I guess that works.When you look at the manga,initial semi cell was doing much better against Vegeta than when he went full power.
Some people try to make Cell's power up small which goes against vegeta's statement

It goes everything.

1) We have the tank.
2) As you said, Initial Semi Cell is doing just as good, if not better against Grade 2 Vegeta than FP Cell is, which doesn't make sense unless Vegeta is holding back.

From this we can conclude that Vegeta's expressions of using a lot of effort are probably influenced from the form being so straining.
