Considering I don't go with bloated gaps for the Cell Arc, I'd say Goku can take this, perhaps even stomp. Power Weighted Perfect Cell would win if we equalise speed though.

I don't have Goku that far beneath Gohan (1.25x gap at the bare minimum/1.33 at best), so with SSJ2 he'd definitely handle Cell at FP, he'd handle Power Weighted Cell due to better speed, but loses badly to Post-Zenkai Cell.
