Status Quo of the characters in EoZ Anime.

I will go in order:

Gohan maintains his Ultimate Power from the Arc Boo.

Goku and Base Vegeta rival the power of Kid Boo. Still Goku SSJ3 and Vegeta SSJ2 are not rivaling Gohan, because probably the SSJ multiplier should have been nerfed just like the SSJ multipliers for Gotenks.

Fully Enraged Oob matches Kid Boo's power.

Mr. Boo maintains his power from when he splits from Fat Boo.

Pan is probably in this position, aside from easily defeating Goten Base, Goku suggests that Pan should get one of the top spots. In TB25 they were going to award the first 5 places. In this case, Pan was the fifth strongest in the Tournament (considering that Gohan would not participate).

Maybe Trunks and Goten will come later (it can be as SSJ or in their Base forms, that's debatable), since Piccolo commented that he will not participate in TB28 because he is widely outmatched by the Saiyans.

Then maybe Piccolo will come later, because in his comment, he only mentioned that Saiyans are superior to him and he did not mention Humans, but that does not mean that he is much stronger than Krillin.

Then it can be Krillin and Yamcha, but just by my own opinion, I think somehow Android # 18 and Tenshinan regained their Status Quo after 10 years of training. Therefore I have Piccolo, Android # 18, Krillin, Tenshinan and Yamcha in the same league, all around the power of Perfect Cell (FP).

Besides Goku and Vegeta, everybody is basically the same as their Boo Arcs levels or weaker. I suspect Gohan might be weaker too if Goku is believed to be the strongest Z Fighter by this point, since his base power is only comparabel to Pure Boo's and I'm not sure if he can still power up from/become a Super Saiyan.

The thread's in reference to their anime selves, in which Yamcha stomped Olibu and Kaio treat them as being the last line of defence for the universe if Goku and Vegeta failed.

As for the OP, I'd say all of them should be as strong as their manga counterparts other than Goku and Vegeta, which is overall little to no different than their Boo Arc selves. I wouldn't say Piccolo's statement would mean Base Goten and Trunks had surpassed him when considering the no SSJ rule became irrelevant once Gohan openly transformed against Kibito. We aren't given any evidence from the anime continuity to suggest #18 and Tenshinhan got Toei haxed to a point to retain their superiority over Kuririn and Yamcha respectively beyond perhaps GT #18 not doing too bad against someone who oneshotted Kuririn, and that could've been from the time between 5 years prior to GT rather than the 10 years following the Boo Arc.

Going by what the anime showed, Pan probably shouldn't be that far above Base Goten/Trunks, considering she didn't seem to completely stomp Goten in their exhibition match.

I just saw that Goku only asks Piccolo if he will participate in the Tournament before TB28, with Krillin and Yamcha present. That makes me think Piccolo (EoZ) must be between Perfect Cell and SPC.

That's a good point, but it would contradict the entire DBGT Power Scale. If that was the case, even Goku and Vegeta Base (EoZ) would be at Super Vegetto level. Goku and Vegeta (BoGT) would surpass Vegetto SSJ. In that case, what would be the highest Ki that Goku felt before the existence of SBV1?

Gohan is still ultimate. Goku/Vegeta have had moderate gains. Goten/Trunks are at most as strong as 10 years ago.
