Luffy and Sanji's aren't that much different from before, so they're fine. Zoro's new look is also fitting when he has obvious ties to Wano, though it may have been better to wait until that arc to give him an obvious ronin inspired design. Franky's major change is also fine when he incorporated Pacifista designs into himself, so you'd expect him to be unnaturally more bulky. Usopp is okay, not really anything to say about him one way or the other, though I do personally prefer how he looked pre-timeskip.
For the rest of them, I'd say they're solidly inferior to their Part 1 looks. Nami and Robin went from having reserved designs to looking like a couple of thots, as though Oda thought the only thing fans saw in these characters was a pair of breasts. Brook is, as you said, too flashy compared to how he used to. Chopper is by far the worst change in design out of the entire crew with how any of his realistic reindeer traits have been thoroughly discarded and each of his designs is meant to highlight a cartoonish cuteness that was far more reserved prior to the timeskip, which causes each of his points to feel far less distinctive (not to mention Kung-Fu Point is a meaningless abomination).
