Why is Kibito stronger than Base Gohan?

Because Gohan didn't think he could beat Kibito without using his real power. I think that mean without transforming as he was also known as the gold fighter and at that point, his classmates knew he is the great Saiyaman because his bandana fell off.

Chapter: 443 (DBZ 249), P9.1-3
Context: as Gohan prepares to fight Kibito
Gohan: “Man, this is a predicament. Bulma told me that if people found out my true power, there'd be a big commotion and it'd become hard for me to go to school anywhere. That's why I disguised myself, but...He doesn’t seem like an opponent that I can beat while suitably covering up [my true power].”
Note: That last sentence is one of those that’s kinda hard to translate literally. “Covering up” (gomakasu) is in the sense of faking it or deceiving someone, not simply in the sense of wearing a disguise, and in context he's almost certainly talking about covering up his true power (since that's what he mentions disguising himself in order to prevent people from finding out about). So essentially, Gohan doesn’t think he can win while still covering up his actual power. Hence Viz’s ‘by accident’ being in quotation marks: they mean the sort of thing Shen did, hiding his power by making it look like he won by pure accident. So I can see what Viz was going for with their translation, but I think it is kinda confusing.

Kaioshin and Kibito doesn't have any business to be in the level beyond of Base Saiyans. The fact is, Gohan doesn't know how strong Kibito is and with him being so mysterious and insensible, Gohan was expecting the fight won't be easy.

I'd raise the gap between SSJ Pre and Base post. Kamiccolo was hoping for a miracle, implying not even his estimatives for SSJ Gotenks Post could beat Buu. And mind you, small gains for the kids = huge gains for the fusion.

But that's similar to Kibito and Gohan. Gohan has experience in gravity inside the ROSAT like Goku did, while Kibito and Trunks didn't.

I think you are missing the point here. It could have been one pound or the weight of the sun on there, Goku needed to power up, to increase his Ki to lift them.

that's similar to Kibito and Gohan. Gohan has experience in gravity inside the ROSAT like Goku did, while Kibito and Trunks didn't.

How lifting and object and weighting 10x your own weight are the same thing? Gohan was having the challenge to be 10x heavier, Kibito was having to lift an object.
Now i compared it, they are pretty similiar... But logic says they aren't because of Trunks' 150G so to hell with real life logic

But Gohan's statement about Kibito was never contradict. At least to my knowledge, so it still hold up.

Gohan's statement is purely based on assumption since they can't sense them and they don't know about them which lead them assumed that these clowns are some sort of strong aliens but from what we've seen so far, they ended up as disappointment. Feats > Statement here IMO.
