i have Pan above the likes of Buuhan when she was Enraged against Bebi

I was originally reluctant to answer because it was against Buff Boo, but if it's Pan vs. regular Evil Boo, I think she's strong enough to easily win, but she'd have to eradicate Boo with some kind of Ki blast/attack obviously.
