He was, though weaker than SSJ Goku.

BoGT Base Goku was most likely far above than Pure Boo's level via-scaling from his EoZ self, yet far weaker than his Baby Arc self who was superior to Base Rild, who was superior to Boo (likely referring to Gohan Boo).
In other words, the chain for those events in GT is: Base Goku (M2) > Base Rild > Gohan Boo >> Super Mega Cannon Sigma >>> Mega Cannon Sigma (individual) > Level 3 Lood > BoGT SSJ Goku >> Level 2 Lood >/>> BoGT Base Goku

Luud was ok, but I think Cell can take him. Goku wasn't really tapping into his power until he fought Rilldo.

Very tough one. I don’t see Base Goku being much above Base Gotenks post at this point.. and Lood is somewhat above him. I’d probably give this to Janemba with a slight power advantage.
