Super Perfect Cell was able to do some good damage on SSj2 Kid Gohan with a non-serious ki blast. He is going to wreck SSj2 Teen Gohan with little to no effort.

Pre-Majin Vegeta is somewhat weaker than Gohan, he is going down too.
Pikkon then two-shots Cell like he did originally.

Super Perfect Cell was merely taken completely off-guard, he didn't know what to expect, how could he? Pikkon was beaten by someone twice as powerful as Goku FPMssjin, Super Perfect Cell is far beyond that. IMO: Pikkon would have difficultly with Teen Gohan SSjin2, he would probably lose since Teen Gohan is essentially Goku (CG) x2, but his power-up is indefinite, whereas Goku's was quite limited. Meanwhile Vegeta manages to have a serious fight with Super Perfect Cell, and either wins single handily, or Teen Gohan comes in to lend him a hand.

Actually, Cell saw Pikkon coming a few seconds before the attack but couldn't do anything. There is no proof that Cell was suppressed, it is actually suggested that he was going to the kill.

No he just saw an extremely quick light and wondered what it was. He was taken off guard.

I have no idea what Paikuhan's strength is anymore, since his feats are contradictory. I'll go with Team 1, as Vegeta still respected Gohan's strength at the Cell Games, while Cell managed to seriously injure that Gohan.

What if Pikkon was suppressed against FPSSJ Goku to spare his feelings

Lol maybe. But before he took of his weighted clothes he had a lot of trouble with Base Goku, when he had zero troubles with Cell.

He didn't want to hurt Olibu's feelings either, so he suppressed his weighted level down to his before realizing it wasn't enough to beat Goku
