Since Initial Fat Boo was stated to be weaker than SSjin2 Goku and Vegeta, how strong is fatty against Cell and who would win?

Cell wins. Gohan thought he could do something.

Yeah, if a slacker FPSS Gohan thought he could manage something, SPC should be able to take this.

Just a slight correction, Saiyan Paladin, Gohan thought he could manage something if he became enraged and went SSJ2.

Anyway, Cell should win here. SSjin2 Vegeta thought Fat Boo's initial power was a complete joke. A power rivaling SSjin2 Kid Gohan(Cell) would never be considered a joke by Vegeta, sincce Enraged Gohan is still treated as a big deal on Early Boo Arc.

Well, the quote is a bit up for interpretation:

Chapter: 461 (DBZ 267), P3.5-7
Context: after Kaioshin says they must run from Boo
Gohan: “…Is that so?...He really does have tremendous ki, but…It doesn’t seem like so much so that there’s nothing I can do…[ ] …If I can only put out all of my true power…”

Note that there's a ...[]... after the "there's nothing I can do", so the "there's nothing I can do" doesn't have to be related with the "If I can only put out all of my true power...".

That the "it doesn't seem there's nothing I can do" could be referring to Gohan's FPSSJ, rather than his enranged powers.

Its almost like Gohan thinks he could manage something as a FPSS, but if he turned SS2 he thinks he could definitely win.

That's also one interpretation, the other one is also valid. The quote is up for both interpretations.

Fat Boo probably still takes but if it was Mr. Boo.... Boo is history.

Ok I see what you're saying now, but logically that just doesn't make sense. Gohan is literally shaking at the site of Boo and his ki. Him stating "if only I could use true power" seems pretty directly related to being able to manage something.

Boo's initial power clearly didn't met the expactations. It was pretty much a laughing matter to Vegeta, and Gohan considered his power big, but nothing unreachable.

Why the "If only I could use true power" is necessarily directly related to being able to manage something? That's not set in stone, it could very well be read as:

"His chi is really tremendous. But it doesn't seem like there's nothing I can do (referring to his current power)...[]... If I only could put out my true power (so the battle would be easy)".

Note that Kaioshin tells Gohan that they must run and this latter reply with "is that so?"..., which doesn't sound so right to me if Gohan's current power wouldn't be able to do shit against initial Majin Boo.

How would Mr.Boo lose to SPC?
All of SSJ2 Gohan during the Boo Saga was enough to fuel almost half the energy needed to revive Fat Boo and Mr. Boo was said to have lost most of his power when he expelled the evil within him.

Not to mention Super Perfect Cell is mid SSJ2 tier.

Well, we don't know if the necessary energy to revive Boo equals Fat Boo's full power. Goku's damage was also enough to fill the other half of the necessary energy and yet Goku wasn't completely out of energy, he was still even transformed in SSJ2.

Fat Boo didn't seem too far behind of SSJ3 Goku and Mr.Boo did a better job than Vegeta SSJ2 against Kid Boo.

I'm pretty damn sure that's the case. Gohan was able to maintain SSJ2 during the Cell Games despite losing half his energy.

Mr. Boo has natural advantages over Vegeta but in the end both were just punching bags for Kid Boo.

I know I said it earlier, but this is exactly how I've interpreted Gohan's quote.
