Initial Innocent Buu was implied to be slightly stronger than SSJ2 Kid Gohan/SPC, but Cell is better at everything

Well Vegeta pretty much laughed at Boo's initial power, saying his power is only big under Kaioshin's perspective. Considering Vegeta isn't that much stronger than SSJ2 kid Gohan (as Piccolo said "maybe") and Super Perfect Cell most likely rivals Gohan, I'd be inclined to give post Zenkai Cell an advantage here, though Boo could overcome this power advantage due to his hax regeneration and stamina.

The SPC~50% Gohan is bull. Why would AT bring back Cell, with a drumrolled power up, only for him to still be trash to Gohan? SPC~SSJ2 Gohan
was obviously the author's intention.

One could also ask why Gohan was conveniently nerfed to less than half of his power right before he got to fight Cell. There's also Gohan saying that he wished he could've tore Cell to pieces.

Not that I think that Cell is only around half of Gohan's power, but I don't think he's that close either.

Gohan was injured for drama, so that the reader will be like ''shit, the opponent is as strong as him plus he got injured, he's done for''.
Right after Gohan's ''less than half'' statement and before the KHH, Goku said ''once more, show me the power we made together''. That
itself implies Gohan's statement was an exagerration. He had not lost much power from the injury. Once he got determined, he got close
to full power.

Perhaps Gohan gained his power back.

I think Gohan regained some of his powers when firing the KHH (maybe 75% or so) due to him being more confident due to Goku's motivational speech and got all of his power back (his 100%) in the final struggle.
