Buu would take this. While Cell may arguably be the better fighter, has a movepool as big as Buu's and can take just about anyone at equal power I think it's been establish that Majin Buu in any form can't be beaten by someone of equal power. His regeneration and stamina is just a bit too much for Cell.

Cell is only going to win this if he lands a full power Kamehameha. Boo is not just going to stand there and let it hit himself, let alone let Cell charge it up.

You have to take a lot away from Boo for...anyone to win a match with him at equal levels. You can take away his absorption and candy beam. He's still got the superior regeneration, the superior stamina, can apparently learn techniques just by watching them. Boo is something in which equality means jack and without PIS or CIS there's no reason to think that Boo just won't win, especially one of the smarter forms of Boo.

Equal? Then Buu wins.
Buu has the fighting style of other fighters besides Cell and has much better regeneration.

Are you counting the possibility of Zenkais for Cell? That could help him.

Cell may be able to use the Genki-Dama, at least by his account. If he can find the time and opportunity, he could take this. He also has quite a few wide ranged moves that could completely envelop Boo too.

Cell could create a doppleganger of himself to keep Buu busy while he charges a spirit bomb.

Boohan wins. His hax regeneration make the difference.
