Super Perfect Cell would wreck Mr. Boo and M10 LSSJ Broli

1. Broli lost to 3 SSJs... two who are much weaker than SSJ Pre-Teen Gohan and SSJ2 is 4x SSJ.

2. SSJ2 Teen Gohan filled close to half the power needed to revive Majin Boo and said Gohan was laughably weaker than he was during the Cell Games. Also, when Fat Boo unleashed Evil Boo he was stated to have given the evil half most of the power.

...and it's generally agreed SSJ2 Pre-Teen Gohan ~ SPC, otherwise Cell wouldn't bother with Gohan after his zenkai and he wasn't even THAT much weaker than Gohan before then.

Super Perfect Cell was defeated by a beaten up Kid Gohan SSj2, this is kind of embarrassing to say the least. His power is not respected by high tier Majin Boo Saga fighters and is actually looked down upon when he is compared to Dabra. Cell isn't much by the time Boo arrives.

I really have no problem with Good Boo being weaker than Vegeta SSj2 during the Kid Boo bought'; because his haxed regeneration and infinite stamina allowed him to keep coming back from attacks that would cripple Vegeta, so he doesn't necessarily have to be stronger. But saying he's weaker than Super Perfect Cell is kind of a reach.

Good Boo put up a significantly better fight against Pure Boo than SS2 post-Majin Vegeta did. He'd wreck Super Perfect Cell with ease.

It also fits with Fat Boo being fairly close to SS3 Goku.

They both fared the same with Good Boo continually coming back due to his capabilities, not necessarily his power.

Good Buu 2
SSJ3 Goku 5.4
Pure Buu 5.4

Majin Boo's body type allows him to keep coming back regardless of regeneration or infinite stamina. They do however, play a factor later.

There is no reason to have Good Boo stronger. Everything can be explained.
