Before Goku trains Gohan in the RoSaT, he hints that if Gohan was to become a SSj, then Gohan would make a great training partner.

That implies that SSj Gohan (Androids Arc)<=SSj Goku (Androids Arc).

And the gap between Androids Arc Piccolo and SSj Goku (Androids Arc) is probably huge. So I say that Gohan wins.

He could also be thinking of the necessary amount of training for Gohan to become a Super Saiyan increasing his power.

Gohan might have a power advantage, but I'm unsure about putting him so close to SSJ Goku that Piccolo's nowhere close to him. Everybody's surprise at the mere suggestion that Gohan was a relevant fighter in the Cell Games suggests that he wasn't at a level where he could realistically reach Vegeta/Trunks-tier even after achieving SSJ, so I'd be willing to bet he was below Trunks' base by a good amount pre-Rosat. How his power would compare to pre-merger Piccolo's is anybodys guess, but given that Goku took into account that Gohan would improve much faster than him due to his potential, I wouldn't say he necessarily needs to be >> Piccolo.

All in all, I'd give Piccolo an edge somewhat due to his superior skills, but he could be at a power disadvantage that makes this an extremely tough fight.

I have Piccolo being slightly stronger so he takes this due to his superior fighting skills and experience.

I do not know... Gohan(android arc) being 75% of Base Goku(android arc) is fine? Kenshi's arguments are good. I think Piccolo is closer than Goku than a hypothetical Gohan SSJ would be; Piccolo has a power andvantage and superior skills so he takes it. Piccolo is not that far weaker than Vegeta SSJ IMO.
