Cell thinks he can beat Super Vegeta with his power-up and Vegeta even confirms he does a huge power-up.

This proves that Grade 2 is a 2.5x boost at minimum.

Nah. Vegeta said "quite an improvement," not "huge." I think 1.33x a boost is enough.
Initial Semi Cell - 3
Expected Super Vegeta - 3.5
FP Semi Cell - 4
Actual Super Vegeta - 5.5

It’s not, Super Vegeta has feats that put him at 1.33x bare minimum himself.

Initial Semi Cell - 3
Expected Super Vegeta - 3.5
FP Semi Cell - 4
Actual Super Vegeta - 5.5

Expected Super Vegeta showcased 1.33x type of feats if not better.

Cell also thought he could beat SSJ2 Gohan. Cell seems to suffer from an inability to sense ki when it matters.
