That, and base Gohan was implied to be stronger than Piccolo. I believe Gohan was running on his post-Z Sword power or even higher due to residual power from his lost Ultimate form when he two shotted Tagoma-Ginyu.

Tagoma/Ginyu oneshots for reasons Kenshi already stated, unless Dabura has enough intel on Tagoma's power from the start so he can prepare an afterimage + stone spit combo before Tagoma can blitz him.

The only real thing I don't understand is how Sorbet was surprised by Tagoma having a power level exceeding the Ginyu Force yet Shisami being capable of blocking ki blasts from Gohan and forcing him to power up.

The Ginyus were the highest benchmark Sorbet was aware of without relying on rumours or using Freeza's past self in a forced manner. It's the same situation as Goku saying Trunks was much stronger than CG Gohan.

I am not talking about that, I am talking more on the fact that Tagoma is the only one in the army specifically stated to be above the Ginyu Force despite Shisami being able to put up a fight against Base Gohan.
