Taking off the weights affecting the battle power

Why do you think that happens, as shown when Raditz took a reading on Goku and Piccolo?

The scouter should measure the amount of chi contained in one's body... is that changed by weighted clothes? That ain't the same as suppressing one's battle power.

Ki is comprised of genki, shouki and yuuki, with it being arguable that users of weighted clothing can only fully draw out their shouki when not encumbered by heavy clothing due to feeling much lighter and thereby less mentally strained. Even though physical strength is limited, training a strong body is also essential for furthering Ki otherwise physical training in general would've been ignored in favour of meditation, so being physically held back by weighted clothing would play some role.

The weights probably constrain the Chi flow on their bodies and make them seem weaker.

I picture Base Goku punching and then Base Goku with 40 ton weights punching. Without the weights his punch is obviously going to be more powerful. So I'd probably go with what GSM says. The extra weight simply reduces their ability to put forth their full power.
