Mewtwo probably. Tao hasn't shown feats enough to match, although if he too partakes in some FnF wank like Roshi......

Mewtwo oneshots both organic and Cyborg Taopaipai. His power alone is on par with 23rd TB Piccolo/Goku, with speed far above those two to boot.

Unless, this is the version of Tao from the Scouter Battle Japanese plug in game, with a battle power of 200,000,000. In which case, he oneshots.

so what is telekinetic again??? i assume making them move, since there's "kinetic" in the name.

Well, maybe similar to the way Kaioshin was able to freeze Gohan, but he really struggled to do it. So I think it would come down to whether Mewtwo's "psychic" powers could overcome Tao-Pai Pai.
