If limited to his regular power, I'd say Namek Galu (post-Zenkai) only needs a Kaioken x2 to stomp him.
If the Shin Kikoho is allowed, it ought to be stronger than the version that caused some burns to 2nd form Cell, but probably not by much. Piccolo Boo is the strongest character he can beat head on. Given that Gotenks Boo was forced to knock him out while he wasn't paying attention, it suggests to me that the two of them would have had a good fight. I doubt Tenshinhan would've been able to beat his regeneration tho.

Let's keep in mind Tenshinhan was beaten with an off-guard attack. His shoulders would've probably tanked and deflected Boo's kick had he been on guard.
